No Child Left Behind

The Roles for Parents and Community in the New Federal Education Law

No Child Left Behind presents the American public with an opportunity and a challenge.

The opportunity: to close the achievement gap for low-performing students.

The challenge: to be personally accountable for assuring that not one child is left behind.

This challenge requires community and parent leaders to become knowledgeable about the law, and take advantage of the opportunities it provides for action, engagement, and collaboration. While not perfect, the law provides more opportunities than any previous education law for parental and community involvement.

The PEN guide to NCLB outlines the rights, roles, and responsibilities of community and parent activists and leaders, and highlights ways that NCLB can serve as a “launch pad” for strengthening the public voice in education.
