Policy Analysis

Attempts to bring about education reform at the school or district level will have limited success without policies that support or create change in teaching and learning. LEFs must plan to educate the community about such policies, their tangible effects on teaching and learning, and the urgency for change.

Developing a policy agenda first requires determining what is or is not effective about existing policies. Policies must be correlated with best practices that support good teaching and learning and demonstrate improvement in student achievement.

To move beyond analysis to an agenda for change, local education funds develop easy-to-understand presentations of data and define clear arguments for the public and policymakers. Wide circulation of data can accelerate policy change.
